Why Do Conflicts Reappear in the International System?

Reflections on Diplomacy, International Law and Multilateral Cooperation
Analysis by the World Organization of States – International Parliament for Safety and Peace (WOS-IPSP)
In contemporary international debates, one question continues to emerge among analysts, diplomats and ordinary citizens alike: why do armed conflicts seem to reappear periodically in different parts of the world?
From regional crises to broader geopolitical tensions, modern history appears marked by cycles of instability that challenge the international community’s capacity to prevent escalation and maintain global peace. Understanding the causes of conflict, however, requires a balanced and multidisciplinary perspective.
Wars rarely arise from a single factor. In most cases they result from a complex interaction of geopolitical rivalries, historical disputes, competition for natural resources, security concerns, economic interests and regional power dynamics. When these elements converge in fragile political contexts, tensions can escalate rapidly if diplomatic mechanisms fail to provide effective mediation.
For this reason, the modern international system has gradually developed legal and institutional frameworks designed to limit the use of force and promote peaceful dispute resolution. The principles established in international law emphasize the importance of diplomacy, negotiation and multilateral cooperation as essential tools for maintaining global stability.
Nevertheless, the international environment remains complex and constantly evolving. Emerging powers, shifting alliances, technological transformation and economic interdependence all contribute to reshaping the global balance of power. In such a context, managing crises requires strong institutions and sustained diplomatic engagement.
Alongside global institutions, regional organizations also play a significant role in promoting stability and dialogue. In Europe, the European Union has developed diplomatic and civilian missions aimed at conflict prevention and peace support. In the Arab world, the League of Arab States facilitates political coordination among its members. In the broader Islamic world, the Organization of Islamic Cooperation promotes cooperation and dialogue among its member states.
Across Africa, the African Union has established mechanisms for conflict prevention and mediation, including its Peace and Security Council. In Latin America and the Caribbean, the Community of Latin American and Caribbean States encourages regional cooperation and political dialogue among governments. In Asia, the Association of Southeast Asian Nations has developed a framework for diplomatic cooperation and regional stability among its member states.
These examples illustrate an important reality of the contemporary international system: global stability does not depend on a single institution or actor. Rather, it is the result of cooperation among multiple international and regional organizations working together to strengthen dialogue, prevent conflicts and promote peaceful coexistence.
In this context, diplomacy remains one of the most important instruments available to the international community. Sustainable peace cannot rely solely on military balances; it requires dialogue, mutual understanding and the continuous effort to build trust between nations and societies.
According to Alfredo Maiolese, Secretary General of the World Organization of States – International Parliament for Safety and Peace (WOS-IPSP) and Ambassador at Large, strengthening diplomatic dialogue and international cooperation is essential for the future of global stability.
History repeatedly shows that conflicts often emerge where dialogue collapses. Reinforcing multilateral cooperation and supporting diplomatic engagement between nations are fundamental steps toward building a more stable and peaceful international order.
Through diplomatic, cultural and social initiatives, the World Organization of States – International Parliament for Safety and Peace promotes dialogue, cooperation and mutual understanding among nations and communities, contributing to the development of a global culture of peace and shared security.
