The International Parliament for Safety and Peace (IPSP-WOS) Mourns the Passing of Pope Francis

Today, the entire world pauses to pay tribute to an extraordinary figure: Pope Francis, a spiritual leader and a universal symbol of dialogue, love, and fraternity, has returned to the House of the Father. The International Parliament for Safety and Peace (IPSP-WOS) joins the mourning of millions of Catholic faithful and all people of goodwill who admired his tireless commitment to peace, justice, and interreligious dialogue.

Throughout his pontificate, Pope Francis built bridges between religions, peoples, and cultures. One of the most memorable moments was his meeting with the Grand Imam of Al-Azhar, Ahmed al-Tayyeb, where both signed the “Document on Human Fraternity,” destined to remain a milestone in the history of interfaith relations. It was a courageous and hopeful gesture that has also inspired our mission as an international institution.

The International Parliament for Safety and Peace remembers with deep gratitude Pope Francis’ example, his tireless dedication to the vulnerable, his vision for a more just and compassionate world, and his unwavering call for unity among peoples.

We invite all our ambassadors, senators, and representatives to observe a moment of reflection and to honor the memory of this great spiritual leader through local initiatives of prayer, reflection, and interfaith dialogue.

Sandro Fratini, ambassadeur de l’IPSP-WOS à Tunis, acteur clé du Congrès des Italiens dans le Monde

Du 4 au 6 avril s’est tenu à Tunis le XIVe Congrès Mondial de la Confédération des Italiens dans le Monde (CIM), un événement majeur célébrant les liens historiques et culturels entre l’Italie et la Tunisie. L’événement a été inauguré par le Ministre tunisien des Affaires étrangères, Mohamed Ali Nafti, représentant le Président de la République tunisienne, Kaïs Saïed.

Parmi les figures de proue du congrès, Sandro Fratini, ambassadeur de l’International Parliament for Safety and Peace (IPSP-WOS) à Tunis et président du Comites Tunisie, a apporté une contribution significative. Il a mis en valeur le rôle fondamental de la communauté italienne en Tunisie et a souligné l’importance de la coopération internationale.

Dans son intervention, Fratini a abordé des sujets essentiels pour les Italiens à l’étranger, tels que le droit de vote numérique, la revalorisation des retraites et les conventions sanitaires. Son engagement constant reflète les valeurs de paix, de dialogue et de coopération que promeut l’IPSP-WOS.

L’ambassadeur d’Italie en Tunisie, Alessandro Prunas, a également rappelé la solidité des relations bilatérales entre les deux pays, fondées sur un patrimoine historique, culturel et économique commun.

La participation de plus de 200 associations issues de plus de 30 pays témoigne de l’importance de cette rencontre, qui a renforcé les liens entre les institutions et les diasporas italiennes du monde entier.

En résumé, ce congrès fut un moment fort de reconnaissance des racines communes entre l’Italie et la Tunisie, avec la présence marquante de Sandro Fratini, dont le travail diplomatique contribue activement à la consolidation des relations bilatérales.

عُقد في تونس من 4 إلى 6 أبريل المؤتمر العالمي الرابع عشر لاتحاد الإيطاليين في العالم (CIM)، وهو حدث بارز يحتفل بالعلاقات التاريخية والثقافية بين إيطاليا وتونس. وقد افتتح المؤتمر وزير الخارجية التونسي محمد علي النفتي، ممثلاً عن رئيس الجمهورية التونسية قيس سعيد.

كان من بين الشخصيات البارزة في المؤتمر، ساندرو فراتيني، سفير البرلمان الدولي للسلام والأمن (IPSP-WOS) في تونس ورئيس لجنة الإيطاليين في الخارج (COMITES) في تونس، حيث قدّم مساهمة كبيرة وأكد على الدور الحيوي للجالية الإيطالية في تونس وأهمية التعاون الدولي.

Sandro Fratini, IPSP-WOS Ambassador in Tunis, a Key Figure at the Congress of Italians in the World

From April 4th to 6th, the 14th World Congress of the Confederation of Italians in the World (CIM) was held in Tunis — a major event celebrating the historical and cultural ties between Italy and Tunisia. The event was opened by the Tunisian Minister of Foreign Affairs, Mohamed Ali Nafti, representing the President of the Republic of Tunisia, Kais Saied.

Among the leading figures was Sandro Fratini, Ambassador of the International Parliament for Safety and Peace (IPSP-WOS) in Tunis and President of the Comites Tunisia. He made a significant contribution by highlighting the vital role of the Italian community in Tunisia and the importance of international cooperation.

In his speech, Fratini addressed key topics concerning Italians abroad, such as digital voting rights, pension adjustments, and healthcare agreements. His ongoing commitment reflects the values promoted by IPSP-WOS: peace, dialogue, and cooperation among nations.

The Italian Ambassador to Tunisia, Alessandro Prunas, also reaffirmed the strong bilateral relations between the two countries, based on a rich shared heritage of history, culture, and economic ties.

Dal 4 al 6 aprile si è svolto a Tunisi il XIV Congresso Mondiale della Confederazione degli Italiani nel Mondo (CIM), un evento di grande rilievo per celebrare i legami storici e culturali tra Italia e Tunisia. L’evento è stato aperto dal Ministro degli Affari Esteri tunisino, Mohamed Ali Nafti, in rappresentanza del Presidente della Repubblica tunisina, Kaïs Saïed.

Tra i protagonisti del congresso, Sandro Fratini, ambasciatore dell’International Parliament for Safety and Peace (IPSP-WOS) a Tunisi e presidente del Comites Tunisia, ha offerto un contributo significativo. Ha sottolineato il ruolo fondamentale della comunità italiana in Tunisia e l’importanza della cooperazione internazionale.

Appointment of H.E. Mohammed Loai Kudsi as Special Envoy to Syria

The Presidential Office of the International Parliament for Safety and Peace – World Organization of States (IPSP-WOS) is proud to announce the appointment of H.E. Mohammed Loai Kudsi as Special Envoy of the Secretary-General to the Syrian Arab Republic, effective from April 2, 2025, for a period of one year.

The official appointment, signed by H.E. Alfredo Maiolese, Secretary-General of IPSP-WOS, entrusts H.E. Kudsi with an important diplomatic mission, which includes:

Initiating negotiations with the Syrian Government for the signing of a Headquarters Agreement, aimed at establishing a permanent institutional presence of IPSP-WOS in Syria;

Promoting bilateral cooperation in the fields of peace, security, human rights, sustainable development, and diplomatic training;

Strengthening institutional dialogue with government authorities, international organizations, and civil society;

Supporting the creation of an IPSP-WOS Diplomatic Office in the country, serving as a hub for regional and global cooperation initiatives.

The Presidential Office warmly congratulates H.E. Mohammed Loai Kudsi, wishing him every success in this high-level mission, which carries great strategic and symbolic value for consolidating IPSP-WOS’s presence in the Middle East.

تعيين سعادة السيد محمد لؤي القدسي مبعوثاً خاصاً إلى الجمهورية العربية السورية

يُعلن المكتب الرئاسي لـ البرلمان الدولي للأمن والسلام – المنظمة العالمية للدول (IPSP-WOS) بكل فخر عن تعيين سعادة السيد محمد لؤي القدسي بصفته المبعوث الخاص للأمين العام إلى الجمهورية العربية السورية، وذلك اعتباراً من 2 أبريل 2025 ولمدة سنة كاملة.

وقد تم توقيع قرار التعيين الرسمي من قبل سعادة الأمين العام ألفريدو مايوليزِه، والذي كلف سعادة السيد القدسي بمهمة دبلوماسية رفيعة تشمل ما يلي:

الشروع في مفاوضات مع الحكومة السورية للتوقيع على اتفاقية مقر تهدف إلى إنشاء تمثيل مؤسسي دائم للمنظمة في سوريا؛

تعزيز التعاون الثنائي في مجالات السلام، الأمن، حقوق الإنسان، التنمية المستدامة، والتدريب الدبلوماسي؛

تقوية الحوار المؤسسي مع السلطات الحكومية، والمنظمات الدولية، ومؤسسات المجتمع المدني؛

دعم إنشاء مكتب دبلوماسي للـ IPSP-WOS في سوريا ليكون مركزاً للتعاون الإقليمي والدولي.

Nomina di S.E. Mohammed Loai Kudsi come Inviato Speciale per la Siria

L’Ufficio di Presidenza dell’International Parliament for Safety and Peace – World Organization of States (IPSP-WOS) è lieto di annunciare la nomina di S.E. Mohammed Loai Kudsi a Inviato Speciale del Segretario Generale per la Repubblica Araba Siriana, con decorrenza dal 2 aprile 2025 e durata di un anno.

La nomina ufficiale, firmata dal Segretario Generale S.E. Alfredo Maiolese, affida a S.E. Kudsi una missione diplomatica di alto livello, che prevede:

L’avvio delle trattative con il Governo siriano per la firma di un Accordo di Sede, volto a istituire una presenza istituzionale permanente dell’IPSP-WOS in Siria;

La promozione della cooperazione bilaterale nei settori della pace, sicurezza, diritti umani, sviluppo sostenibile e formazione diplomatica;

Il rafforzamento del dialogo istituzionale con autorità governative, organizzazioni internazionali e società civile;

Il sostegno alla creazione di un Ufficio Diplomatico dell’IPSP-WOS nel Paese, che possa fungere da centro operativo per iniziative di collaborazione regionale e globale.

L’Ufficio di Presidenza si congratula calorosamente con S.E. Mohammed Loai Kudsi, augurandogli pieno successo in questa missione prestigiosa, dal forte valore strategico e simbolico per il consolidamento della presenza dell’IPSP-WOS in Medio Oriente.
